HP CM2320, black toner scattering/smearing

I'm having an issue with one of our printers, it started to have black blotches across pages, it looks like someone stepped on it with dirty shoes.  Anyway I checked the drum itself, saw no damage.  I then installed a new drum, it's still smearing.  I then check the pad underneath the toner tray and saw no damage.  Was wondering if there were any other ideas/fixes, before I order the maintenance kit.
