Can't connect to printer via IP, can ping and browse

Network printer - Toshiba e-Studio 3040c

On local network/subnet.  We can ping it solid, can browse its web interface just fine, from anywhere.

It will NOT add to any computer via IP... times out, asks to ensure it's on, etc... Same thing on the print servers where it was already mapped, now showing 'Offline'. 

It was working fine until last week. 

Its IP was just changed as a test; also had a full power-down before and after.  The change reflects fine in DNS, can browse and ping still, but no luck connecting to it from any computer/server.

... thoughts?
