Printing from Android phone to a printer - with no internet access

I'm trying to wrap my head around this one but there are so many variables that pop up - making it a difficult one for a Monday morning.

My parents live in an area with horrible access to the internet - dial up at best. What they have done is turfed their landlines and went with cell phones. To get Internet access on other devices in the house they hotspot the cell phone (Galaxy S4) and then tether from there.

The problem I'm running into is having to print things off that they receive over email or from a website. They have a laptop, but only need it for certain web based forms that don't play nicely with the Android device so it's not always on. They would like to be able to print right from the phone/tablet to a printer in the house.

My solution was going to be setup a "dead-head" (read: local network only) wireless network in the house that the printer, cell phone/tablet and laptop can all be joined to. It seems some of the printers allow direct communication (ie: airprint for the iphones) via wireless. This would work well if it weren't for the fact that the cell phones will want to use the wifi for internet access instead of the cellular data when it's connected - ultimately disconnecting it from the internet.

I'm hoping there is a bluetooth solution that isn't going to cost an "arm and a leg" to implement. Any ideas?
